CAPT Alan Parham  The Environmental Health Chief Professional Officer, CAPT Alan Parham (bio).
   
CAPT James S. Spahr is hereby recognized as the recipient of the EHOPAC’s 2013 John G. Todd Award in recognition of a notable 30 year USPHS career in leadership and research excellence. Through his exemplary practice of environmental health, he helped improve the Nation’s health by addressing the health needs of Native Americans, other federal healthcare beneficiaries, and disaster response workers from October 5, 1983 to October 31, 2013. CAPT Spahr began his PHS career in the Indian Health Service (IHS) and subsequently served the Health Resources and Services Administration (HRSA) and in the Centers for Disease Control and Prevention (CDC) – National Institute for Occupational Safety and Health (NIOSH). In each of these agencies, CAPT Spahr personified core values of quality healthcare delivery, research excellence, preparedness leadership, and service to the Commissioned Corps. His scientific and leadership efforts have impacted occupational health programs at the local, state, and national levels and enhanced national and international disaster response and recovery.
